EDIT @ Antarctica -So you don’t think the elderly or the sick will be big users of electricity then? You know, fripperies like heat in winter, air conditioning in summer, TV to watch as no one visits them . . .
Maybe if they think of all the Co2 they are preventing from entering the atmosphere they will get a warm glow inside which will keep them warm instead.

That is EXACTLY what the article said and i’ve repeated it right at the start of my question.

“So, the question: do you agree with the union leader that people, especially poorer people and the elderly on fixed incomes, will be “happy” to go along with rises in electricity of up to 28%?”If you actually read your own link only a small percentage will be paying the 28% those that use the most power i.e. those with swimming pool heaters, large homes and air conditioners (just 6%) face the 28% rise you talk about, hardly the poor.
Again by your own link nearly 60% will face a rise of 8.8%
of course it wasn’t that hard to find that there is the California Alternate Rates for Energy (CARE) program with a budget of 200 million dollars which help the poor and elderly with a 20% discount on their utility bills.Funny how deniers don’t seem that worried about the poor and elderly when going off topic about health care reform.
